 Mr.  Gabriel "Gaby" Perez


Mr. Perez currently serves as the Business Director at Naval Construction Group One (NCG1) where he is the senior civilian for the Echelon IV Commander Staff responsible for all the aspects of man, train and equip functions for Navy’s 4,550 expeditionary personnel, allocated into two Naval Construction Regiments (NCRs), six Naval Mobile Construction Battalions (NMCBs), Construction Battalion Maintenance Unit (CBMU) and Underwater Construction Team (UCT).

Mr. Perez served in the United States Navy for 26 years, retiring at the rank of Lieutenant Commander.  Following his naval service, he worked for a design-build and construction management firm, serving as DoD West Business Unit Leader.  Mr. Perez was engaged in the planning, procurement and execution of design-build, design-bid-build, and construction management efforts for sustainment, restoration, and modernization of facilities and infrastructure projects supporting both Naval Facilities Engineering Systems Command (NAVFAC) and the U.S. Army Corps of Engineers (USACE).
During Mr. Perez’ 26 years of Naval service, he served at every echelon within the Naval Construction Force in both the enlisted and commissioned ranks.  He enlisted in the Navy in 1993 as a Steelworker (SW) and was assigned to multiple operational and training commands.  In September of 2002, he was promoted to Chief Petty Officer and was assigned to Naval Mobile Construction Battalion FORTY.  He was selected for the active-duty Limited Duty Officer (LDO) program and was commissioned as an Ensign in October of 2007 in the Civil Engineer Corps.  During his 12 years of commissioned service, he was assigned to Naval Mobile Construction THREE, 30th Naval Construction Regiment, 31st Seabee Readiness Group, Combined Task Force 75/Commander Seventh Fleet and Naval Construction Group ONE.  He concluded his naval career in 2019 at FIRST Naval Construction Regiment where he served as the Chief Staff Officer leading and employing regimental staff responsible for the administrative and operational functions in support of three Reserve Naval Mobile Construction Battalions.

Mr. Perez holds an Associates of Arts Degree, Construction Technology/Technical Education, and a Bachelor of Science in Liberal Arts Degree and Administrative Management from Excelsior University in Albany, New York.  He also completed both the Civil Engineer Officer and Joint Engineer Officer courses.
 
Mr. Perez’ personal awards include the Meritorious Service Medal, Navy & Marine Corps Commendation Medal (5 awards), Navy & Marine Corps Achievement Medal (3 awards), Korean Service Defense Medal (2 awards), Good Conduct Medal (4 awards), Sea Service Deployment (10 awards), Iraq Campaign Medal, Global War on Terrorism Medal, Expert Rifle and Pistol.  He received his Seabee Combat Warfare Specialist designation and Fleet Marine Force qualification.  He earned the Chief of Naval Education and Training Master Training Specialist designation and is a recipient of the Commodore “Eileen Hunt” Award.
