History



1944-1945
The 31st Naval Construction Regiment was established on Sept. 15, 1944, at Pearl Harbor, Territory of Hawaii, to coordinate the activities of the 74th, 123rd, and 11th Naval Construction Battalions. After the war, the Thirty-First Regiment officially disestablished at Samar on Nov. 20, 1945.

1966-2003
The Thirty-First Naval Construction Regiment was re-established on May 18, 1966, to meet the expanding needs of the Vietnam conflict. The Regiment absorbed the already-existing Construction Battalion Base Unit and became responsible for the seven Naval Mobile Construction Battalions then homeported at Port Hueneme.

The Thirty-First Regiment, under the direction of the Commander, Construction Battalions, U.S. Pacific Fleet, trained, equipped, and maintained the readiness of the Pacific Naval Construction Force units while they were homeported at Construction Battalion Center Port Hueneme (now Naval Base Ventura County (NBVC), Port Hueneme). It also performed specified management, logistic and project support functions for deployed battalions, performed receiving activities for personnel reporting to these units and assisted in providing military and technical training to Reserve Naval Construction Force units in order to maintain a high level of military readiness.

2003-Present
On Jan. 15, 2003, the 31st Naval Construction Regiment became the 31st Seabee Readiness Group (31st SRG) to better reflect its unique mission in the Naval Construction Force.

The mission of the 31st SRG is to exercise administrative and operational control of homeported units. The 31st SRG provides readiness training of all Pacific Fleet (PACFLT) Naval Construction Force (NCF) units, including active and reserve Naval Mobile Construction Battalions, Regiments, Construction Battalion Maintenance Unit 303, and Underwater Construction Team TWO. The Command also ensures maximum effectiveness and operational readiness of all PACFLT units. The 31st SRG also provides support to the Commander, THIRTIETH Naval Construction Regiment, and its subordinates.

Through training conducted at NBVC Port Hueneme and Fort Hunter Liggett, the 31st SRG provides these units the highest possible state of readiness allowing responsive engineering support to the Navy, Marine Corps, and other forces in military operations. The Group’s subordinate commands construct and maintain base facilities; repair battle damaged facilities; conduct defensive operations; and meet disaster preparedness and recovery missions.

In addition, the 31st SRG serves as the personnel receiving and processing activity for deployed Pacific Fleet Naval Construction Force units, is responsible for training new personnel in transit, and provides support to active duty personnel family members through our Family Readiness Groups.

March 1, 2013, 31st SRG became Naval Construction Group (NCG 1), which is also composed of the 30th Naval Construction Regiment and more than 7,000 Pacific Fleet Seabees.

On June 1, 2013, NCG 1 became an Echelon IV command with the disestablishment of the First Naval Construction Division.
