CBCM (SCW/FMF) Robert R. Balmaceda

Senior Enlisted Leader, Navy Expeditionary Combat Command (NECC)

23 March 2021  Master Chief Equipmentman Robert R. Balmaceda enlisted in the Navy in December 1993 and attended Basic Training in Orlando, Florida. After graduating he attended Construction Mechanic “A” School in Port Hueneme, California.
In July 1994 he reported to NAF Adak, Alaska. After serving 12 months on NAF Adak, he reported to U.S. Naval Mobile Construction Battalion FOUR, homeported in Port Hueneme, California. While attached he made deployments to Japan, Puerto Rico and Jamaica. His next orders directed him to Construction Battalion Unit 415 in Virginia Beach, Virginia. Following his short tour in Virginia, he attended Instructor Training school and transferred to Naval Construction Training Center in Port Hueneme where he qualified as a Master Training Specialist. After NCTC he reported back to U.S. Naval Mobile Construction Battalion FOUR as the Maintenance Leading Petty Officer (LPO). While there, he made two back to back deployments to Iraq. After this tour, he reported to Maritime Expeditionary Security Group TWO in Portsmouth, Virginia where he served as Equipment Leading Chief Petty Officer (LCPO). His next orders would bring him back for a third time to U.S. Naval Mobile Construction Battalion FOUR where he served as the A4 making two tours to Afghanistan. Once completing his tour, he served as the 3MC at CBMU 202 Virginia Beach, Virginia. His next tour would take him to U.S. Naval Mobile Construction Battalion THREE as Air Detachment Company Chief and Detail San Clemente Island Assistant Officer in Charge. The following tour was in COMNECC as the Deputy Force Maintenance Director in the N43 department from 2016-2019. He then reported to U.S. Naval Mobile Construction Battalion THREE in June 2019 and served as Alfa Company Leading Chief Petty Officer (A5) through the deployment to Okinawa, Japan. He is now back in COMNECC and is currently serving as the Command Senior Enlisted Leader.
Master Chief Balmaceda’s personal decorations include the Meritorious Service Medal, Navy Commendation Medal (5), Navy and Marine Corps Achievement Award (4), Presidential Unit Citation, Navy Meritorious Unit Commendation, Army Meritorious Unit Commendation, Navy Good Conduct Award (9), Iraqi Campaign Medal w/FMF device (2), Afghanistan Campaign Medal (2), Global War on Terrorism Expeditionary Medal w/FMF device, Global War on Terrorism Service Medal (2), Humanitarian Service Medal, Military Outstanding Volunteer Service Medal, NATO ISAF Medal (2), Expert Rifle and Expert Pistol Marksmanship Medals.
