Cmdr. James Shambley
Chief Staff Officer, 7th Naval Construction Regiment
Cmdr. James Shambley is a native of Auburn, Alabama and a 2005 graduate of the Virginia Military Institute with a Bachelor of Science in Civil Engineering. He holds a Master of Civil Engineering from Auburn University, a Master of Military Operational Art and Science from Air University, and a graduate certificate in Cyber Security Fundamentals from the Naval Postgraduate School. He commissioned through Officer Candidate School in October 2005.
After completing the Civil Engineer Corps Officer Basic Course, Shambley’s first tour was as a Project Engineer with NAVFAC MIDLANT, Public Works Department (PWD) Yorktown, Virginia. His next assignment was to Naval Mobile Construction Battalion (NMCB) 133. He deployed to Okinawa, Japan as the Communications Officer and a Platoon Commander. After returning to Gulfport, Mississippi, he attended Disaster Preparedness Operations Specialist (DPOS) School and served as a Platoon Commander and the CBR Officer-in-Charge. While deployed to Afghanistan, he served as the Assistant Operations Officer.
Following this deployment, Shambley transferred to the 20th Seabee Readiness Group as the Assistant Training Officer and Field Exercise Officer-in-Charge where he oversaw the training and evaluation of all east-coast Naval Construction Force units. Then, he reported to NAVFAC EURAFSWA, PWD Naples, Italy as a Facilities Operations Specialist supporting the staff of U.S. Naval Forces Europe-Africa/U.S. SIXTH Fleet (CNE-CNA-C6F). Shambley executed a split tour as the Infrastructure and Engineering Action Officer for CNE-CNA-C6F. His responsibilities included MILCON planning, Defense Critical Infrastructure Protection (DCIP) program oversight, and Seabee employment across Europe and Africa. Following graduate education at Auburn University, Shambley served as the Facilities Engineering and Acquisition Division (FEAD) Director with NAVFAC SE, PWD Gulfport, Mississippi. He completed in-residence intermediate professional military education from Air Command and Staff College at Maxwell Air Force Base where he was awarded Joint Professional Military Education I credit.
Next, he served as the Public Works Branch Manager, Senior Program Manager, and Director of Engineering and Logistics for Policy, Plans, and Requirements in the White House Military Office. His responsibilities included management, oversight, and operations of Presidential facilities and supporting critical infrastructure.
Shambley is currently assigned as the Chief Staff Officer of the 7th NCR in Gulfport, Mississippi.
Shambley is a qualified Seabee Combat Warfare Officer. He is a licensed Professional Engineer in the State of Alabama, a member of the Defense Acquisition Corps, and is Level Three Contracting certified under the Defense Acquisition Workforce Improvement Act (DAWIA).
He served on teams awarded the Navy Meritorious Unit Commendation and the Navy “E” Ribbon. His personal decorations include the Defense Meritorious Service Medal, Navy Commendation Medal (four awards), Navy Achievement Medal, Presidential Service Badge, U.S. Navy Distinguished Pistol Shot Designation, and various campaign awards.
