Mission

Naval Construction Regiment (NCR) 7 was commissioned on the May 5, 1943 at Pearl Harbor. The regiment was formed and tasked with rebuilding the destroyed shipyards. Capt. Porter, commanding officer of NCR-7, wrote to Adm. Ben Moreell on Jan. 4, 1944 that the regiment and its’ naval construction battalions were ready for duty. During WWII our battalions traveled the Pacific, constructing bases in Guam, Saipan and Okinawa to name a few. After the war on Dec. 28, 1945 we were inactivated and consolidated with the 31st Naval Construction Battalion.

We as a Regiment were forged from the ruins of Pearl Harbor. We were “Forged by the Sea.”

NCR-7 was recommissioned in 1969.  For over 45 years, the regiment has exercised command of several Naval Mobile Construction Battalions (NMCB) which include: NMCB FOURTEEN (Southeast), NMCB TWO ONE (Mid-Atlantic), NMCB TWO SIX (Midwest), and NMCB TWO SEVEN (Northeast).  The regiment and its subordinate battalions have served in numerous conflicts around the world during their long and proud history.

NCR-7 was first headquartered at the Naval Construction Battalion Center in Davisville, Rhode Island, the original home of the Seabees.  With the closure of the Davisville facility in March of 1994, the regiment moved its flag to the Naval Education and Training Center in Newport, Rhode Island; which later became known as Naval Station Newport.  In October 2014, 7th NCR moved to Naval Construction Battalion Center Gulfport, Mississippi as part of the Naval Construction Force Reserve Force realignment which positioned the regiment with its remaining subordinate battalions, NMCB 14 and NMCB 27.

Throughout the regiment’s impressive history, Seabees of NCR-7 and its subordinate battalions have mobilized in support of Operations Desert Shield, Desert Storm, Iraqi Freedom, Enduring Freedom, and the Global War on Terrorism.  The Seabees have also supported numerous humanitarian and construction missions within the United States and throughout the world.

The Seabees of NCR-7 continue to support the United States Navy’s mission of maritime supremacy.  NCR-7 leans forward into the challenges of tomorrow, striving always to meet our motto, “With compassion for others, we build, we fight, for peace with freedom.”

Heir to a long tradition of citizen Sailors, the Seabees of NCR-7 proudly serve our Navy and the people of the United States of America.
