Underwater Construction Team (UCT) 1 is made up of 78 personnel: 71 enlisted and seven commissioned officers. The command has a shore duty component and a sea duty component. Sea duty personnel are divided into three Construction Dive Detachments that deploy worldwide to conduct underwater construction /inspection/repair and demolition operations in support of both peacetime and wartime missions. The shore duty component contains all of the staff and support functions such as admin, supply, logistics, TOA maintenance, communications, and training.

UCT-1 is prepared to execute underwater construction tasking in both permissive and non-permissive environments and in climates ranging from the Tropics to extreme cold weather.
