Lt. Cmdr. Lauren F. Elkins
Lieutenant Commander Lauren Elkins is a native of San Antonio, Texas. She attended Texas A&M University earning her Bachelor of Science in Civil Engineering (2013). She also holds a Master of Engineering in Engineering Management from the University of Colorado at Boulder (2020). Lieutenant Commander Elkins attended Officer Candidate School in August 2013 in Newport, RI and was commissioned as an Ensign in October of 2013.
Elkins’ operational tours include Assistant Air Det Company Commander and OIC Detail Ukraine, U.S. Naval Mobile Construction Battalion ONE.
Her shore assignments include Construction Manager, ROICC Camp Lejeune; Assistant Maintenance Operations Officer, MCB Camp Lejeune; and Assistant Public Works Officer, NAVFAC Mid-Atlantic PWD Pennsylvania. Her staff assignments include N46 Engineer Plans Officer, CNE-CNA-C6F.
Elkins assumed duties as Executive Officer, U.S. Naval Construction Battalion 4 on May 9, 2025.
She is a registered Professional Engineer in the state of South Carolina, a qualified Seabee Combat Warfare officer, a member of the Acquisition Professional Community, and holds certifications as a Contracting Professional and Joint Professional Military Education (JPME) Level I. Her personal decorations include Navy Achievement Medal with three gold stars and the Navy & Marine Corps Commendation Medal with two gold stars.
