 Cmdr. John D. Frank


Commander Frank is a 2001 graduate of the University of Nebraska-Lincoln where he recieved a Bachelor of Science in Civil Engineering. He earned a commission as an ensign in June 2006 after completing Officer Candidate School in Pensacola, Florida. He holds a Master of Engineering degree from Colorado State University.

CDR Frank’s operational tours include a Global War on Terror Support Assignment where he served as Production Division Officer for the II Marine Expeditionary Force Base Command Group, Al Asad Airbase, Iraq; Company Commander, Naval Mobile Construction Battalion (NMCB) THREE, deploying as Detachment Payne Officer-in-Charge (OIC) to the Helmand Province, Afghanistan; Operations Officer, NMCB ELEVEN, where he deployed the battalion to the EUCOM, AFRICOM, INDOPACOM, and CENTCOM theaters of operation; Operations Officer for the TWENTY SECOND Naval Construction Regiment supporting the EUCOM, AFRICOM, and CENTCOM theaters of operation; and Director of Expeditionary Maritime Operations for the THIRTIETH Naval Construction Regiment in the INDOPACOM theater of operations.

His shore assignments include Construction Manager, Naval Air Station Corpus Christi, Texas; Course Instructor, Civil Engineer Corps Officer School, Port Hueneme, California; Assistant Public Works Officer, Requirements Branch Head, and Facilities Maintenance Division Director, Joint Base Pearl Harbor-Hickam, Hawaii; and Public Works Officer, Marine Corps Air Station Beaufort, South Carolina.

In May of 2024, CDR Frank reported as the Commanding Officer to Naval Mobile Construction Battalion FOUR, in Port Hueneme, California.

CDR Frank is a registered professional engineer in the state of Texas, is a qualified Seabee Combat Warfare and Fleet Marine Force officer, a member of the Acquisition Professional Community, and holds certification as Acquisition Level II and Joint Professional Military Education (JPME) Level I.

His personal decorations include the Defense Meritorious Service Medal (2 awards), Navy and Marine Corps Commendation Medal (6 awards), Navy and Marine Corps Achievement Medal, Air Force Achievement Medal, various service and campaign medals, and was selected as the 2016 Naval Facilities Engineering Command (NAVFAC) Hawaii Military Engineer of the Year.
