Cmdr. Matthew R. Milkowski

Commander Milkowski is a native of Glen Gardner, NJ. He graduated from Rensselaer Polytechnic Institute with a Bachelor of Science in Civil Engineering in May 2006 and received his commission through the Naval Reserve Officer Training Corps program. He was selected for Lateral Transfer to the CEC in 2012. He holds a Masters of Engineering in Civil Engineering from Pennsylvania State University.
Commander Milkowski’s tours include his first division officer tour in 2006 as the Repair Division Officer onboard USS CARTER HALL (LSD 50) deploying twice to 5th Fleet. He next served as the Training and Readiness Officer onboard USS LABOON (DDG 58) deploying to 5th Fleet with the Standing NATO Maritime Strike Group. In 2010 he served as an OPFOR Battle Watch Captain and Maritime Interdiction Ops Assessor at Strike Force Training Atlantic, Norfolk, VA supporting several FLEETEX, COMPTUEX, BOLD ALLIGATOR, and JOINT WARRIOR exercises. After selection to the CEC, he was assigned as the ALFA Company Commander and later as the DET Rota OIC of NMCB 74, Gulfport, MS. His next tour was as a Construction Manager and then later as APWO at Public Works Department Maine, onboard the Portsmouth Naval Shipyard in Kittery, ME. He next served as the Facilities Engineering and Acquisition Division Director for PWD New London onboard Submarine Base New London, Groton, CT. He then reported to Amphibious Construction Battalion TWO in August 2021 as the Operations Officer and fleeted up to XO in May 2022, serving the battalion until the decommissioning in March 2023. He next served as Naval Air Station Oceana’s Public Works Officer from April 2023 until June 2025.
Commander Milkowski reported for duty as Chief Staff Officer, 22nd Naval Construction Regiment in July 2025.
Commander Milkowski is a qualified Seabee Combat Warfare Officer and Surface Warfare Officer, a registered Professional Engineer in the state of Arizona, DAWIA CON Level III certified, and Public Works Officer Level III certified.
