Lt. Cmdr. Andrew P. Winckler


Lt. Cmdr. Winckler is a native of Casper, Wyoming. He earned a Bachelor of Science degree in Civil Engineering from the University of South Florida in 2007 and was commissioned via Officer Candidate School in September 2007. In 2015, he earned a Master of Science degree in Civil Engineering from the University of Alabama.
 
Upon graduation from CECOS Basic Class 240 in May 2008, he reported to Officer in Charge of Construction Marine Corps Installations East, as a Project Engineer. His follow-on operational tour, in June 2010 with Naval Mobile Construction Battalion (NMCB) SEVEN, comprised a number of assignments including Officer-In-Charge of Detail Guantanamo Bay, Officer-In-Charge of Bridge Detail and Task Force War Horse Liaison Officer. His subsequent shore assignments include Assistant Public Works
Officer and Production Officer, Public Works Department Key West; Future Operations Officer and Materiel Readiness Officer (N43), Navy Expeditionary Combat Command Pacific; and Waterfront Assistant Public Works Officer, Public Works Department at Joint Base Pearl Harbor-Hickam.  In May 2020, he returned to the Naval Construction Force as Executive Officer of NMCB FIVE.
 
Lt. Cmdr. Winckler joined FIRST Naval Construction Regiment in April 2022 and is currently serving as the Chief Staff Officer.
 
Lt. Cmdr. Winckler is Seabee Combat Warfare Qualified, a member of the Defense Acquisition Professional Community, and a registered Professional Engineer in the state of Florida. His personal decorations include the Navy and Marine Corps Commendation Medal (two awards), Navy and Marine Corps Achievement Medal (two awards) and various campaign ribbons and medals.
