Lt. Kioumars Abboss Rezaie

Lieutenant Abboss Rezaie, a native of Plano, Texas, graduated from the United States Merchant Marine Academy in 2015, where he earned a Bachelor of Science in Marine Engineering and Shipyard Management, along with his commission. He also holds a Master of Science in Ocean Engineering from Texas A&M University.
Lt. Rezaie began his career with Naval Mobile Construction Battalion ELEVEN from November 2015 to November 2017. During this assignment, he was Alfa Company 2nd Platoon Commander, Officer in Charge (OIC) of DET Ukraine, Camp Maintenance Officer of Camp Mitchell, Air Detachment Assistant Company Commander, and OIC of DET Albany. In December 2017, Lt. Rezaie joined the Officer in Charge of Construction Marine Corps Marianas as a Construction Manager. By August 2018, he was selected as the Assistant Resident Officer in Charge of Construction (AROICC) for ROICC Andersen, where he led a team of 20 military and civilian personnel in managing over $500 million in active construction and overseeing $250 million in pre-award projects.
From July 2020 to August 2022, Lt. Rezaie served as Director of the Facilities Engineering and Acquisition Division at the Public Works Department in Key West. In this role, he led a team of 20 personnel executing $280 million in construction projects and $5 million in facility service contracts. Following his selection into the Ocean Facilities Program in August 2022, Lt. Rezaie completed graduate school and the Joint Diving Officer course at the Naval Diving and Salvage Training Center in Panama City, Florida.
Currently, Lt. Rezaie serves as the Executive Officer of Underwater Construction Team TWO, based in Port Hueneme, California.
Lt. Rezaie holds qualifications as a Seabee Combat Warfare Officer, a Joint Diving Officer, and is a registered Professional Engineer in the state of Texas. He is also a DAWIA Contracting Professional and Public Works Level II certified. His personal awards include the Navy and Marine Corps Commendation Medal with a Gold Star, and the Navy and Marine Corps Achievement Medal.
