Capt. Jacob W. Segalla

Captain Segalla is a native of Charlottesville, Virginia. He earned a Bachelor of Science in Mechanical Engineering from University of Florida and a Master of Science in Civil Engineering from Virginia Polytechnic Institute and State University. He was commissioned an Ensign in the Civil Engineer Corps in April 2003 through the Navy's Officer Candidate School.
Segalla's previous operational tours included Kenya Projects Engineer (CJ-34), Combined Task Force Horn of Africa; and Company Commander and Officer in Charge, Naval Mobile Construction Battalion (NMCB) 74, and Executive Officer at NMCB 1. Most recently, he was the Commanding Officer of
NMCB 133 from 2021-2023, leading 580 Sailors in their mission to conduct general and limited combat engineering across the full range of military operations. Under his leadership, the battalion completed a worldwide deployment providing construction, humanitarian and foreign assistance, theater security cooperation, and special operation combat service support in support of BUCOM, INDOPACOM, AFRICOM, CENTCOM, and SOCOM. In 2022 and 2023, NMCB 133 was awarded the Atlantic Seabee Battle Efficiency (Battle "E") Award and was additionally honored as the most outstanding unit by the Society of American Military Engineer's Peltier Award in 2023.
His previous shore and staff tours include Facilities Operations Officer, Public Works Center, Norfolk; Assistant Resident Officer in Charge of Construction and Assistant Public Works Officer, Naval Facilities Engineering Command (NAVFAC) Hawaii; Facilities Engineering and Acquisition Division Director, NAVFAC Washington; PERS-401 Branch Head, Navy Personnel Command; and Executive Officer at NAVFAC Marianas and Deputy Regional Engineer for Commander, Joint Region Marianas.
Segalla is currently the Public Works Officer at Norfolk Naval Shipyard.
He is a Seabee Combat Warfare qualified officer, a member of the acquisition professional community, and a registered professional engineer in the Commonwealth of Virginia. Segalla's personnel decorations include the Meritorious Service Medal (x3), Joint Commendation Medal, Navy Commendation Medal (x4), and the Navy and Marine Corps Achievement Medal.
