Commander Ryan D. Livingston
CDR Livingston is a native of Canaseraga, New York and a 2004 graduate from Rochester Institute of Technology with a Bachelor of Science degree in Electrical Engineering. He also holds a Master of Engineering degree in Facility Engineering from Pennsylvania State University. He was commissioned in 2007 via Officer Candidate School in Pensacola, FL.
CDR Livingston’s expeditionary tours include assignments with Naval Mobile Construction Battalion ONE, Maritime Civil Affairs and Security Training Command, and Naval Mobile Construction Battalion ONE THREE THREE. During his NMCB ONE tour, he served as Assistant Alfa Company Commander and Detail Timor Leste Assistant Officer in Charge. During his Maritime Civil Affairs tour, he served as Team Leader for a five-person team deployment to Manda Bay, Kenya. He served as the Operations Officer for NMCB 133, including two deployments in support of EUCOM, AFRICOM and PACOM operations.
His shore assignments include duty as Project Engineer, Facilities Acquisition and Engineering Division, Public Works Department Naval Station Norfolk, Virginia; Assistant Public Works Officer, Marine Corps Air Station Beaufort, SC; Public Works Officer, Naval Support Facility Beaufort, SC, where he established a new NAVFAC Southeast Public Works Department; Deputy Logistics Officer, Naval Construction Group TWO; Facilities Director, Naval Special Warfare Development Group.
CDR Livingston started his tour of duty as Chief Staff Officer, Naval Construction Group TWO in June 2024.
CDR Livingston is a registered Professional Engineer (civil/construction) in the state of South Carolina, a Certified Energy Manager, and a qualified Seabee Combat Warfare Officer. He is Public Works Level III certified, Level II Contracting certified and Level I Facility Engineering certified. His personal awards include the Defense Meritorious Service Medal, Navy and Marine Corps Commendation Medal (6), Army Commendation Medal, Navy and Marine Corps Achievement Medal (3), and other unit and expeditionary medals.
