Commander Keenaghan is a native of East Providence, Rhode Island. He graduated from Worcester Polytechnic Institute in 2002 with a Bachelor of Science in Electrical and Computer Engineering and in 2004 with a Master of Science in Electrical Engineering. He received a Direct Commission as a Civil Engineer Corps officer in the Reserve Component in 2006.
Commander Keenaghan was first assigned to Naval Mobile Construction Battalion 27 in 2006, where he held various roles including Company Commander, Assistant Operations Officer, and Training Officer. In 2008 he deployed with NMCB 27 to the Al Asad Airbase, Iraq in support of Operation Iraqi Freedom. He again mobilized in 2012 as the Liaison Officer for NMCB 27 at U.S. Naval Forces Southern Command / U.S. Fourth Fleet. In 2013, he was assigned to 7th Naval Construction Regiment, where he served as the Future Operations Officer and Operational Planning Team lead. In 2014 he was assigned to Navy Reserve U.S. Forces Korea Detachment 102, where he served as the War Game Director for Korea United 2016 and Logistics Department head. In 2016 he returned to NMCB 27, where he served as the Operations Officer for three years. During his tour, NMCB 27 was awarded the Rear Admiral John R. Perry award twice. In 2019 he was assigned to the Naval Facilities Engineering Command Contingency Engineer Unit, where he served as the Future Operations Officer. His most recent assignment was with Naval Facilities Engineering Command Headquarters, where he served as Officer Manpower Coordinator and JOAPPLY platform manager.
His personal awards include the Defense Meritorious Service Medal, Navy and Marine Corps Commendation Medal (4 awards) and the Navy and Marine Corps Achievement Medal. He is a licensed professional engineer, a Seabee Combat Warfare Officer, Joint Professional Military Education Level I certified, and a Defense Acquisition Corps member.
