Senior Enlisted Leader, Navy Expeditionary Combat Command (NECC)

A native of Detroit, Command Master Chief Brian Teart enlisted in the Navy on August 14, 2000. He is a graduate of the U. S. Navy’s Senior Enlisted Academy (Class 232), earned his Bachelor’s Degree in Social Science from Brandman University in 2015 and his Master’s Degree in Organizational Performance from Bellevue University in 2018.
In 2000, he reported to Yeomen School in Meridian, Mississippi. Due to the unavailability of billets in his source rating, upon graduating he reported to Naval Technical Training Center Lackland Air Force Base, Texas for basic law enforcement specialist training. His first duty station was Naval Support Activity Gaeta, Italy, where he converted to the Master at Arms rating. In 2003, he reported to USS Peleliu (LHA 5) in San Diego and completed two deployments in U.S. 7th Fleet. During his time onboard, he completed an individual augmentee assignment to Guantanamo Bay, Cuba, supporting detainee operations. In 2006, attended the Military Working Dog School in San Antonio, Texas. His first duty station as a military working dog handler was Commander Fleet Activities Yokosuka, Japan. In 2008, he reported to Naval Base Ventura, California before being detailed to Naval Air Station Lemoore, California where he deployed to Camp Arifjan, Kuwait and then to Zabul Providence, Afghanistan.
In October 2013, he attended the Military Working Dog Trainer/Kennel Master Course with follow on orders to Naval Air Station Sigonella, Italy. In 2015, he was promoted to Chief Petty Officer and shortly thereafter, transferred to Naval Submarine Base New London, Connecticut. During his tour he served as the Senior Enlisted Advisor, Antiterrorism Officer and Kennel Master. He leading the security department through the first iteration of the Command Assessment of Readiness and Training assessment cycle, resulting in Naval Submarine Base New London’s Security Detachment being the first state-side installation to achieve certification and received the recognition as the Navy Security Forces of the year “Large Installation.” In 2019, he joined the Commander, Navy Installations Command Security Assessment Training Team and was promoted to Senior Chief Petty Officer shortly after. He reported to U.S. Fleet Forces Command in 2022, where he served as the Fleet Kennel Master providing oversight to forces located in U.S. Northern Command’s area of responsibility. Later that same year, he attained the rank of Master Chief Petty Officer and was selected to be the next Navy Military Working Dog (MWD) Program Manager. He reported to Navy Expeditionary Combat Command (NECC) on October 1, 2023 as the MWD Program Manager, principle advisor to Chief of Naval Operations for worldwide employment of MWD teams. In 2024, he was selected into the Navy’s Senior Enlisted Leader program with a lateral conversion to Command Master Chief Petty Officer, with follow on orders to Navy Talent Acquisition Group Rocky Mountain, Colorado.
Master Chief Teart is entitled to wear the Enlisted Surface Warfare pin, Enlisted Aviation Warfare pin, Navy Security Force “Master Specialist” breast insignia.
