CAPT. Lance M. Flood

Capt. Lance Flood was commissioned in December 1997 as an ensign in the Civil Engineer Corps through the Officer Candidate School, Pensacola, Florida. He holds a Bachelor of Science Degree in Mechanical Engineering from Clemson University as well as graduate degrees in Business Administration and Civil Engineering from Auburn and North Carolina State Universities, respectively. Additionally, he has completed the Tuck Advanced Management Program at Dartmouth College, the Navy Senior Leader’s Seminar at the Naval Postgraduate School, and the Air Command and Staff College Distance Learning Program.
His expeditionary force assignments include Commander, 30th Naval Construction Regiment/Task Group 75.5 (Naval Construction Forces 7th Fleet); Assistant Chief of Staff for Materiel Readiness, Facilities, and Environment, Navy Expeditionary Combat Command/Navy Expeditionary Combat Command Pacific (Little Creek, Virginia); Commanding Officer, Naval Mobile Construction Battalion 1 (Gulfport, Mississippi); Operations Officer, 30th Naval Construction Regiment and Naval Mobile Construction Battalion 5 (Port Hueneme, California); Officer in Charge, Construction Battalion Unit 416 (Fallon, Nevada); Company Officer, NMCB 7 (Gulfport, Mississippi); and an individual augmentee assignment with 1st Marine Expeditionary Force Engineer Group (Iraq). He has participated in seven deployments, three in support of Operations Iraqi and Enduring Freedom.
His shore facilities assignments include Public Works Officer, Navy Support Facility Diego Garcia (British Indian Ocean Territory); Public Works Officer, Marine Corps Air Station Cherry Point (Havelock, North Carolina); Regional Base Operating Support Contracts Program Manager, Naval Facilities Engineering Command Washington (D.C.); and Resident Officer in Charge of Construction, Naval Station Everett (Washington). Additionally, he has served as Aide to the Commander, Naval Facilities Engineering Command/Chief of Civil Engineers (Washington, D.C.). He most recently completed assignment as the Commanding Officer, Naval Facilities Engineering Systems Command Far East (Yokosuka, Japan) where he had additional duty as Regional Engineer to Commander, Navy Region Japan and Commander, Navy Region Korea.
Capt. Flood is a registered professional engineer in the state of Washington and a qualified Seabee Combat Warfare specialist. He is also designed as a Certified Energy Manager by the Association of Energy Engineers.
