Reporting to ECRC Norfolk


Expeditionary Combat Readiness Center (ECRC), the sole processing site for mobilizing and demobilizing Sailors. is located onboard Naval Station (NS) Norfolk, Virginia. We are in BLDG J-50 at 1683 Gilbert St.

When reporting aboard, please come to our admin office for a check-in sheet and general information. You will find your Shipmates friendly and helpful as you take on this new and important challenge. We’ve all been exactly where you are, brand new to the command with many unanswered questions. It is our goal to ensure all Sailors are provided an expedient, efficient and non-stressful processing experience.

One thing is certain: every day you come to work, you will be breaking new ground as the Navy develops and executes new ways to fight the Global War on Terrorism. Our motto says it all, “Nauta Primoris” or Sailors First! Again, welcome aboard!
 

Individual Augmentation (IA) as defined in NAVADMIN 160/08 as one of three types: 

  • GSA - Global War on Terror (GWOT) Support Assignment 

  • IAMM – Individual Augmentation Manpower Management 

  • RC Mob – Reserve personnel not mobilized as part of an established commissioned Reserve Component unit

Basically, it’s the type of orders you have. All of the above types of Navy IA Sailors support Overseas Contingency Operations.

IAMM
For and IAMM assignment, you volunteered or were selected to fill a billet that came to your command as a Request For Forces (RFF). After processing, equipping and training, you would be sent TAD to your new duty assignment and return to your current, or “parent command” once your Individual Augmentee assignment was complete. This process will continue for all Reserve Component and some Active Component Sailors.

GSA
The Navy also has IA assignments for active component members into regular sea/shore duty rotation through the Global War on Terrorism Support Assignment (GSA) detailing process. You can now negotiate with your detailer for GSA assignment when you are within your normal detailing window. This means that instead of going TAD to an IA assignment, you will detach and PCS from your current command and be assigned administratively to the Expeditionary Combat Readiness Center (ECRC) in Norfolk, Virginia. However, after initial processing and training at one of a number of CONUS locations, you will be physically stationed in theater and working at your IA mission location. Once you return from your GSA tour you will administratively detach from ECRC and transfer to your next PCS assignment. The goal of GSA process is to normalize the IA detailing process and lend stability to both your career and your family.

During your GSA tour, ECRC will provide you administrative support. You will have access to the command and its many detachments throughout CONUS and in theater. As with Sailors on any IA assignment (IAMM, GSA or RC Mob), help is only a phone call or email away.

As a part of your Individual Augmentation (IA) assignment or Reserve Mobilization you will be processed through Expeditionary Combat Readiness Command (ECRC) to ensure compliance with Navy guidance and combatant commander's requirements. ECRC is your Immediate Superior in Command (ISIC) and maintains administrative supervision during your IA training. 

You will again process through ECRC on your return before heading home to ensure that you have all the tools necessary for return and reintegrate to civilian life or back to your parent command. It is the goal of ECRC to ensure all Sailors are provided an expedient, efficient and non-stressful processing experience.

The nature of your IA assignment, whether you are a Reservist or active component, is very dynamic and it is recommended that you review the most current information on the Navy’s Individual Augmentee Website on a regular basis.

FOR PERSONNEL SUPPORTING MISSIONS IN AFRICA
All personnel deploying to the AFRICOM area of responsibility must complete all requirements detailed in the NAVMED 1300/8, and applicable sections of the Expeditionary Medical and Dental Screening Checklist, NAVMED 1300/4 (Section G, item 9; NAVMED 1300/8; Part II, Section B, item 47).

FOR SAILORS USING EMERGENCY LEAVE
Sailors serving on a Global Support Assignment (GSA), Overseas Contingency Operations (OCO) Support Assignment (OSA), Individual Augmentation Manpower Management (IAMM) and Reserve Component (RC) Mobilization assignment on emergency leave and not returning to theater are advised to contact their ECRC action officer immediately.
