Welcome to FIRST Naval Construction Regiment (1 NCR), "The Big One!" We are located in Port Hueneme, California on Naval Base Ventura County. 1 NCR has over 50 years of commissioned service and has earned a positive reputation for innovation, responsiveness, and accomplishment. During peacetime, we exercise command and control over three commissioned Naval Construction Force (NCF) units: Naval Mobile Construction Battalions 18, 22, and 25. The 1 NCR and its subordinate units continue to play a vital role in the Pacific Fleet Seabees’ mission as well as operations in the CENTCOM and AFRICOM areas of responsibility. We are proud to serve as a crucial element of Naval Construction Group ONE and an integral part of the Navy’s Sea Strike mission.
