Lt. Cmdr. Justin P. Webb


Born and raised in Oak Ridge, Tenn., Lt. Cmdr. Justin Webb was commissioned through Officer Candidate School in Newport, R.I. in Aug. 2009.
 
Lt. Cmdr. Webb’s previous assignments include Assistant Public Works Officer, Construction Manager, and Self-Help Division Officer, Public Works Department Oceana and Dam Neck Annex (2009-2011); Staff Engineer, Provincial Reconstruction Team Kunar, Afghanistan (2011-2012); Bravo Company Commander, Detail Officer-In-Charge, and Future Operations Officer, Naval Mobile Construction Battalion THREE (2012-2015); instructor, Department of Naval Architecture and Ocean Engineering, United States Naval Academy (2016-2019); and Future Plans/Future Operations Officer, Commander, Task Force SEVEN-FIVE (2019-2022) where he was responsible for exercise and long-range operation, activity, and investment planning for Navy Expeditionary Forces within the United States Indo-Pacific Area of Operations.
 
After departing CTF 75, Lt. Cmdr. Webb reported to Naval Mobile Construction Battalion FIVE where he has served as the Battalion’s Executive Officer since Apr. 2022.
 
He is a graduate of the University of Tennessee with a Bachelor’s of Science degree in Civil Engineering, and has earned a Master’s of Engineering degree in Project Management from the University of Maryland.
 
Lt. Cmdr. Webb is a Seabee Combat Warfare qualified officer, a registered Professional Engineer in the state of Tennessee, has completed Phase-I Joint Professional Military Education, and is a member of the DoD Acquisition Corps. His personal decorations include the Bronze Star Medal, Navy and Marine Corps Commendation Medal (3 awards), Navy and Marine Corps Achievement Medal (2 awards), the United States Army Combat Action Badge, and other personal, service, unit, and campaign awards. He also received the 2015 Society of American Military Engineers Oxnard/Ventura Post’s Engineer of the Year Award for his engineering contributions while deployed to Tonga with Naval Mobile Construction Battalion THREE.
