 Cmdr. Justin D. Spinks


Commander Spinks was born in Selma, Alabama and was commissioned through Officer Candidate School in Pensacola, Florida in September of 2002. He holds a Bachelor of Science in Civil Engineering from the University of Mississippi and a Master of Science in Structural Engineering from the University of California San Diego.

His previous assignments include: Commanding Officer, Underwater Construction Team TWO, 2015-2017; Public Works Officer, Naval Support Activity Panama City, 2014-2015; Engineering Officer, Navy Experimental Diving Unit, 2012-2014; Naval Construction Force Liaison Officer, II Marine Expeditionary Force, 2009-2011; Civil Engineer Corps West Coast Accessions Officer, 2007-2009; Convoy Security Team and Detail Chinhae Officer-in-Charge, Naval Mobile Construction Battalion THREE, 2005-2007; and Assistant Resident Officer in Charge of Construction, Naval Facilities Engineering Command Marianas, 2003-2005.

He reported onboard Naval Facilities Engineering Command Southwest as the Operations and Maintenance Officer in the Metro Production Office in June of 2017.

Commander Spinks is a Professional Engineer in the state of Michigan. He is a qualified Seabee Combat Warfare Officer, Fleet Marine Force Officer, and Marine Engineer Diving Officer. He is also a member of the Acquisition Professional Community and DAWIA Level II certified. His personal awards include: Meritorious Service Medal (2), Navy Commendation Medal (4), Army Commendation Medal (1); Navy Achievement Medal (1), and various other unit and campaign citations.
