Lt. Cmdr. Saul O Ramos


Lt. Cmdr. Saúl O Ramos is a native of San Juan Puerto Rico and is a 1995 graduate of the University of Puerto Rico, Mayaguez Campus with a Bachelor of Science degree in Mechanical Engineering. He was commissioned as an Ensign in 2008 and attended Direct Commission Officer School in Newport, Rhode Island. He completed the CEC officer basic class at Civil Engineer Corps Officer School in Port Hueneme, California in 2009.
Ramos’ first assignment was officer in charge, Detachment 0514 Naval Mobile Construction Battalion (NMCB) 14 in Miami, Florida, and in 2010, he was assigned as company commander Delta Company NMCB 14. In 2012, he was mobilized as the assistant officer in charge and operations officer of NMCB 14 DET 2 in support of a special operations task force in Afghanistan.
In December 2013, Ramos reported to the US Southern Command Theater Contingency Engineering Management (TCEM) unit. At Southern Command TCEM, he conducted site surveys, prepared engineering estimates and Engineering Support Plans. He also worked on the estimate of repairing and overhauling the Berthing facilities at JTF – GTMO.
Ramos reported to the Naval Facilities Engineering Contingency Engineering Unit, in July 2016, were he served as Base Operational Support and Integration officer, contingency engineering officer and Contingency Engineering Response Team (CERT) operations officer. During this period, he served as the Defense Coordinating Element engineer during the response to Hurricane Maria in Puerto Rico.
In July 2018, he reported to the Seventh Naval Construction Regiment as the Assistant Operations Officer, where he participated in various C2 exercises including NATO’s Resolute Castle 19 as 1st Infantry Division Liaison Officer. Following, Lt. Cmdr. Ramos reported to US Southern Command for duty as the Assistant Operations Officer with J45 Theater Contingency Engineering Management (TCEM) in July 2020.
Lt. Cmdr. Ramos reported to Naval Mobile Construction Battalion Fourteen for duty as the Executive Officer March 1, 2021.
His decorations include the Joint Service Commendation Medal (2), the Navy and Marine Corps Achievement Medal (2), and various unit and campaign medals. He is a registered Professional Engineer in the Commonwealth of Virginia and a qualified Seabee Combat Warfare Officer. His military education includes the Joint Engineer Operations Course, Joint Humanitarian operations Course, Naval Construction Force Basic course, and Staff Planning course.
