Capt. Constance L. Solina



Captain Constance Solina, nee Danner, is a native of McLean, Virginia and graduated from Purdue University with a Bachelor of Science Degree in Civil Environmental Engineering in 2000.  She earned her Master’s Degree in Environmental and Water Resources Engineering from the University of Texas in 2006.  She was commissioned as an Ensign in May 2000 through the Purdue Naval Reserve Officer Training Corps.
 
Solina’s initial assignment was as the Communications Officer, Electronic Key Management System Manager, and Combat Information Center Officer onboard the USS SPRUANCE (DD-963) deploying to the Mediterranean in support of Operation Enduring Freedom.
 
In April 2003, after completing Civil Engineer Corps Officer School, she reported to the Engineering Field Activity Midwest and served as an Assistant Resident Officer in Charge of Construction.  Upon the commissioning of Naval Facilities Engineering Command (NAVFAC) Midwest in July 2004, she assumed primary duties as Deputy Resident Officer of Construction and Assistant Public Works Officer.
 
In August 2006, she reported to Naval Mobile Construction Battalion (NMCB) FOUR, where she was served as a Company Commander deploying to Iraq in support of Operation Iraqi Freedom.  In theater, she became the Battalion Intelligence Officer.  Additionally, she served as the Battalion Training Officer for the 2007 to 2008 homeport.
 
In May 2008, Solina reported to the Center for Seabees and Facilities Engineering as the Director of Training Operations (N5/7) where she led the management of 180 “A,” “C” and “F” school courses for the Naval Construction Force (NCF) and Civil Engineer Corps.  In June 2010, she reported to NAVFAC Europe Africa Southwest Asia in Naples, Italy as the Regional Service Program Manager where she led the planning, programming and execution of over $300M of baseline and contingency for facility support in support of three Combatant Commanders and two Functional Commanders annually. 
 
In May 2012, she reported to NMCB FIVE as the Executive Officer (XO) for a 580-person battalion and deployed to Okinawa, Japan in support of the US Pacific Fleet Commander.  In June 2014, Solina reported to the Pentagon serving on the staff of the Chief of Naval Operations (OPNAV) as the Base Operating Support Integration Action Officer for the Shore Readiness Director (N46).  She was a key member of the Navy’s Task Force Cyber Awakening as the primary installations subject matter expert focusing on securing industrial control systems.
 
She reported to NAVFAC Headquarters as the Military Program Advocate in June 2016 where she led military human capital program management and is community advisor on manpower, personnel, training and education for the Chief of Civil Engineers and Seabees.  In June 2017, Solina reported to Marine Corps Air Station Yuma, AZ to serve as the Director of Installations and Logistics responsible for 355+ civilians, Marines, Sailors and contractors overseeing all Supply, Logistics, Public Works and Environmental Compliance functions.
 
From August 2020 to June 2021, she served as the Chief Staff Officer for Naval Construction Group TWO in Gulfport, MS an Echelon IV command overseeing the man, train and equip for nine Atlantic NCF subordinate commands totaling 4,550 active and reserve service members.  In June 2021, she reported to U.S. European Command as the Chief Engineer, Logistics Directorate.
 
In July 2023, CAPT Solina assumed command of Navy Construction Group TWO in Gulfport, MS.
 
Solina is dual qualified as a Seabee Combat Warfare Officer and a Surface Warfare Officer, registered as a Professional Engineer in the state of Virginia, member of the Defense Acquisition Corps and a 2017 Purdue Civil Engineering Alumni Achievement Award winner.  Her personal awards include the Meritorious Service Medal with (4) gold stars, Navy and Marine Corps Commendation Medal with (4) gold stars, and Navy and Marine Corps Achievement Medal with (3) gold stars.  She has earned numerous unit, campaign and expeditionary ribbons and medals.
