Capt. Dean Allen graduated from Arizona State University in 1999 with a Bachelor of Science degree in Civil Engineering and was commissioned an Ensign after completing Officer Candidate School in Pensacola, FL. He also holds a Master of Business Administration degree from the Naval Postgraduate School and a Master of Finance degree from Georgetown University.
Allen’s expeditionary tours include Seabee Engineer Reconnaissance Team Officer-in-Charge and Assistant Operations Officer, NMCB 4; Resident Officer-in-Charge of Construction Al
Anbar Province, Army Corps of Engineers (Individual Augment); Operations Officer, NMCB 133; and Commanding Officer, NMCB 11. His shore assignments include Disaster Preparedness Officer, Naval Support Activity Bahrain; Aide to the Commander, First Naval Construction Division; Resident Officer in- Charge of Construction, Vicenza, Italy; Public Works Officer, Commander Fleet Activities Sasebo, Japan; Shore Readiness Budget Analyst, Office of the Assistant Secretary of the Navy; and Operations Officer, Naval Facilities Engineering Systems Command Mid-Atlantic. Captain Allen is a registered Professional Engineer in the state of North Carolina, a member of the Defense Acquisition Corps and a qualified Seabee Combat Warfare Officer.
His personal awards and decorations include the Defense Meritorious Service Medal, Meritorious Service Medal (5), Navy/Marine Corps Commendation Medal (4), and Navy/Marine Corps Achievement Medal (3). He also received the 2013 Society of American Military Engineers’ Admiral Ben Moreell Medal for excellence in leadership and engineering in support of Operation Enduring Freedom while deployed to Afghanistan.
